The Anti-dumping products involve stainless steel billets and hot rolled sheet/ coils from some countries
On July 22, 2019, the Ministry of Commerce of the People’s Republic of China (Ministry of Commerce) issued a final ruling, which finally ruled that imported stainless steel billets and stainless steel hot-rolled sheets/rolls originating in the EU, Japan, South Korea and Indonesia were dumped.
The Ministry of Commerce believes that these products with dumping behavior have suffered substantial damage to China’s domestic industry, and there is a causal relationship between dumping and substantial damage.
The announcement decided to impose anti-dumping duties on imported stainless steel billets and stainless steel hot rolled sheet/ coils originating in the European Union, Japan, South Korea and Indonesia from July 23, 2019, with a tax rate ranging from 18.1% to 103.1%. The collection period is 5 years.
In addition, the Ministry of Commerce accepts the price commitment application of relevant Korean companies, and does not impose anti-dumping duties on related products that are not lower than the promised price.
In response to domestic stainless steel billet and stainless steel hot-rolled sheet/roll industry applications, the Ministry of Commerce issued an announcement on July 23, 2018, deciding to conduct anti-dumping investigations on imported stainless steel billets and stainless steel hot-rolled sheets/ coils originating in the European Union, Japan, Korea and Indonesia.
After the case was filed, the Ministry of Commerce conducted an investigation in strict accordance with relevant Chinese laws and regulations and relevant WTO rules. With regard to this decision, the Ministry of Commerce is based on the preliminary investigation and further investigations to make the above final ruling.
